1、 General requirements (I) guiding ideology.

（2） Construction tasks.
From the date of issuance of the document, the new construction projects (including civil and industrial construction projects) in the city will implement precast buildings by categories and stages.
The projects that have obtained the construction project planning license shall be implemented according to the original requirements of precast buildings.
In principle, the construction projects in each phase of phased construction projects shall meet the requirements.

New construction projects invested or led by the government, as well as new standardized plants, new indemnificatory housing and new parking buildings, shall be constructed according to the cast building standards; 2.
New construction projects with social investment: the proportion of precast buildings from 2022 to 2025 shall not be less than 40%, 60%, 70% and 80% respectively; 3.
Actively promote the application of industrialized precast component products in municipal engineering projects, and fully adopt the assembly construction method for conditional municipal engineering projects; 4.
The following new construction projects may not be constructed by assembly: new construction projects with a total aboveground construction area of 5000 square meters and below; Buildings for structures and supporting equipment of the construction project (garbage room, power distribution room, etc.); Projects that cannot meet the construction requirements of precast buildings due to technical reasons such as earthquake resistance, special purpose and complex structure (demonstrated by Guiyang precast building expert committee).
