The in-depth implementation of the new development concept of “innovation, coordination, green, openness and sharing”, the action plan for green building, the action plan for precast building in the 13th five year plan, the opinions of the general office of the State Council on promoting the sustainable and healthy development of the construction industry A series of documents such as the 14th five year plan of the state and the 14th five year plan of the autonomous region put forward new green and advanced requirements for urban and rural development and construction: Guangxi should promote green and low-carbon development, develop green buildings and precast buildings, and forge ahead for the construction of a strong ecological civilization area.
In recent years, the development of precast buildings in Guangxi has been on the right track, but compared with the national requirements and the development level of advanced regions, the development progress of precast buildings in Guangxi is still slow, the development of relevant precast building policies and precast building market is not sufficient, and the implementation of precast building projects is still less.
Wuzhou’s precast buildings started late.
At present, there are few precast construction projects, and the production capacity of the precast construction production base is low.
According to the relevant spirit of the central and autonomous regions on the development of precast buildings, combined with the actual situation and development of Wuzhou City, and in accordance with the opinions of the general office of the State Council on promoting the sustainable and healthy development of the construction industry (GBF [2017] No.
19) Notice of twelve departments including the Department of housing and urban rural development of Guangxi Zhuang Autonomous Region on printing and distributing the guiding opinions on vigorously promoting precast buildings and promoting the modernization of construction industry in Guangxi Zhuang Autonomous Region (gjg [2016] No.
64), guiding opinions of Wuzhou Municipal People’s Government on vigorously promoting precast buildings and promoting the modernization of construction industry in Wuzhou (WZF [2019] No.
27) According to the evaluation standard for precast buildings (GB / t51129-2017), this plan is prepared to clarify the objectives, paths and tasks of the development of precast buildings in Wuzhou, scientifically guide the application and implementation of precast buildings in Wuzhou, and promote the transformation and upgrading of the construction industry.
II.
Objectives and tasks this plan is to better guide the development and construction of precast buildings in Wuzhou, Positioning Wuzhou as a modern city radiating the construction industry in Guangxi and Guangdong.
The plan is divided into short-term and long-term promotion.
In the near future (2020-2022), the government will take the lead and make pilot breakthroughs.
Through policy guidance and pilot exploration, the development foundation of assembled buildings will be tamped, and a leading group of R & D and design experts, a professional construction team and an industry development leader will be initially formed, so as to strive for more than 10% of the newly started buildings in the city, Cultivate an assembly production base; In the long term (2023-2025), based on the technical and production capacity support of demonstration bases and projects, build a “one vertical and three horizontal” precast construction industry chain and a management and operation system of “government + experts + businesses + Design + construction”, realize the transformation from government guidance to market leadership, realize that the city’s precast buildings account for more than 30% of new buildings, and cultivate three precast production bases.
3、 Planning preparation process in order to better implement the development objectives of precast buildings in Wuzhou City and prepare the feasibility plan, technical discussions were held for many times and experts were invited for consultation.
It passed the expert review on November 10, 2020.
From January to February 2021, the plan was publicized on the bulletin board of the Municipal Bureau of housing and urban rural development, the website of the Municipal Bureau of housing and urban rural development and Wuzhou daily.

After modification and improvement according to the requirements of various meetings and public opinions, it was adopted at the 3rd meeting of Wuzhou urban construction planning review leading group in 2021 on April 9, 2021 and approved by Wuzhou Municipal People’s Government on May 11, 2021.
4、 Planning significance and technical highlights (I) planning significance aims to reasonably determine the development objectives of precast buildings in Wuzhou City through various building construction application and other relevant data provided by Wuzhou housing and Urban Rural Development Bureau, scientifically divide precast building zones through novel technical highlights, formulate zoning implementation indicators, and plan precast bases and transportation routes Various guidelines for the development of precast buildings, and strive to promote the development of precast buildings in Wuzhou City.
(II) technical highlights before preparation, use the “bottom map thinking” to find out the development status of precast buildings, build a “one map” of the development status of precast buildings, and form a “one bottom map” containing the current status of precast buildings in combination with the data provided by the Municipal Bureau of natural resources.
When compiling, innovate the key points of compilation with the thinking of “horizontal and vertical conduction”.
First, adopt the “five floors and four categories” management and control system (“municipal land and space level – precast building zoning – control unit – Planning and design conditions – Architectural Design Guidelines”) (Figure 1) and the planning principle of “combining hardness with flexibility” (binding indicators and expected indicators) to control and implement the objectives of precast buildings.
Put forward requirements at different levels for the construction of five different levels of projects, give play to the role of “supporting the overall planning and guiding the detailed planning”, and achieve multi-compliance at the detailed level.
At the same time, combined with the development of precast buildings in Wuzhou, the development objectives of precast buildings in Wuzhou are deduced and clarified by using the methods of univariate linear regression and comprehensive growth rate.
The weighted average is calculated through the “analytic hierarchy process” (Fig.
2), and the building proportion indicators of each precast partition are gradually implemented to five levels.
