23) Based on the spirit of several opinions on accelerating the industrialization of new buildings (jbg [2020] No.
8) and measures for the promotion of green buildings in Shandong Province (Decree No.
323 of the provincial government), and in combination with the actual development of precast buildings in the city, the Ministry of housing and urban rural development and other 9 departments hereby notify the development objectives of precast buildings in 2022 as follows: I.
from January 1, 2022, The newly started precast building area of five districts and counties in the central urban area (including Port Economic Development Zone) accounts for no less than 35% and 25% of the newly-built building area respectively, and the assembly rate is no less than 50%.
2、 Job requirements 1 On the basis of promoting the application of precast stairs, precast laminated plates (including reinforced truss floor bearing plates) and precast internal and external wall panels, we encourage the wide use of precast building precast components such as air conditioning panels, balconies, precast laminated beams and mechanism flue, and encourage the promotion and application of precast shear walls and other vertical components to ensure the implementation of precast building work.
Projects that have not started construction in the year of land transfer shall be implemented in strict accordance with the annual development requirements of precast buildings.

Promote the development of cast steel structure buildings.
Schools, hospitals, kindergartens and other public building projects fully apply steel structure cast buildings.
Focus on promoting the development of high-quality cast steel structure housing.
The key development counties and districts of steel structure housing should promote the construction of pilot projects of steel structure housing, and the cast decoration should be adopted for steel structure housing.

Fully implement the full decoration of precast residential projects, and encourage the development from full decoration to assembly decoration.
Gradually increase the application proportion of assembly decoration in indemnificatory housing, commercial housing and public buildings, and promote standardized and modular decoration mode.
4.
Building information model (BIM) technology shall be popularized and applied in precast buildings.
BIM Technology shall be fully adopted in the whole process of engineering design, construction and operation and maintenance, so as to improve the digital and intelligent level of precast buildings and promote green construction.
The design scheme of precast building projects shall be delivered in the form of BIM during pre evaluation.
3、 Work measures 1 The competent housing and urban rural construction departments of all counties and districts (including development zones) shall actively communicate with the departments of natural resources, planning and administrative examination and approval in combination with the local reality, and establish a department cooperation mechanism for the development of fully assembled buildings in the aspects of construction conditions, construction land planning conditions and policy review of construction drawing design.

Strengthen the pre evaluation, whole process supervision and final evaluation system of precast buildings.
Simple procedures can be used for pre evaluation if the single precast building area is less than 10000 square meters.
Strengthen the construction drawing review and construction project quality and safety supervision and management measures.
The construction drawing review organization shall strictly review the construction drawing design of precast building projects.
If the precast building design is not carried out in accordance with the development requirements, the construction drawing design review procedures shall not be issued; The supervision unit shall incorporate the implementation of precast buildings in residential projects into the content of project quality supervision, and implement the supervision measures for the construction of precast buildings.
Implement the final evaluation system to ensure that the precast buildings are constructed according to the pre evaluation requirements.

All counties and districts (development zones) shall actively implement incentive policies such as plot ratio reward, downward floating of supervision proportion of pre-sale funds, appropriate increase of high-quality and good price pre-sale price of steel structure precast houses, response to non shutdown of air pollution level II and below of steel structure precast buildings (except for demolition, earthwork excavation, stone cutting, residue transportation, spraying and painting, etc.).
