Precast construction policy | interpretation of Shenzhen precast construction policy and project guidelines

Shenzhen has rapidly developed from a border agricultural county into a charming and dynamic international innovative city, and the construction industry has made great contributions.

In order to further improve the level of construction technology and construction efficiency, improve the quality and safety of housing construction, and promote energy conservation and emission reduction, Shenzhen took the lead in embarking on the only way for the transformation and upgrading of traditional construction industry – vigorously developing precast buildings.

In 2017, Shenzhen was recognized as one of the first batch of national precast building demonstration cities by the Ministry of housing and urban rural development, and the first national precast building demonstration city in Guangdong Province.

During the 13th Five Year Plan period, 13 enterprises including CSCEC Hailong were incubated and cultivated, including national precast construction industrial bases, 29 provincial bases and 31 municipal bases.

The number of national precast construction industrial bases ranked second in large and medium-sized cities.

The implementation scope of precast buildings in Shenzhen has been 100% implemented from residential buildings, apartments and other residential buildings to hospitals, schools and other public buildings, factories and other industrial buildings with a construction area of 30000 square meters or more.

It basically covers all building types, and continues to promote the application of precast subway stations, bridges and other transportation and municipal infrastructure.

Low carbon emission reduction.

According to the calculation of the number of precast construction projects in Shenzhen during the 13th Five Year Plan period, the cumulative reduction of waste emission is about 420000 tons, the saving of electricity is about 67.2 million kwh, the reduction of consumption of standard coal is about 21500 tons, and the reduction of carbon dioxide emission is about 57300 tons.

By 2025, the proportion of precast buildings in the new construction area will reach more than 60%.

In view of the diversified needs of people’s livelihood, we will give full play to the advantages of short construction cycle, high construction quality and low environmental impact of modular buildings and steel structures, so as to help the high standard construction of people’s livelihood projects and build a beautiful Shenzhen.

The development stage determines that China will achieve carbon peak in 2030 and carbon neutralization in 2060.

It is a great challenge, mainly because the economic foundation is not solid enough, the proportion of coal in the energy consumption structure is high, and there is still much room for urbanization and industrialization.

In the future, there will still be a great demand for industrial products with large carbon emissions such as steel, sludge and automobiles.

The top priority of carbon neutralization is in the field of energy, from fossil energy (coal, oil and natural gas, accounting for about 70% of China’s energy consumption) to clean energy dominated by solar energy, wind energy, hydropower, nuclear energy and hydrogen energy.

At the same time, the impact is huge, which will involve transportation, construction, industry, agriculture, new materials, etc; The impact of carbon neutralization on China’s economic development may be no less than the process of urbanization or China’s entry into WTO…
