2、 Target task (I) by 2022, the proportion of new construction area of precast buildings in the total area of new buildings will not be less than 30%, and the assembly rate of precast construction projects will reach more than 30%.
From 2023 to 2025, the proportion of precast building area and assembly rate will be increased by more than 3% and 3% respectively compared with the previous year.
（2） Large public buildings, industrial plants and low multi-storey houses built under unified planning in rural areas should give priority to the steel structure cast construction method.
By 2025, more than 5 cast steel structure residential demonstration projects and more than 2 light steel structure rural housing demonstration sites will be completed.
（3） By 2025, strive to cultivate more than one national precast construction industrial base and more than three provincial precast construction industrial bases.
3、 Adjust the scope of implementation and vigorously develop precast buildings in accordance with the principle of overall promotion and key implementation.
For the following five types of projects, the requirements for precast buildings shall be included in the planning and design conditions during land supply: 1 All new indemnificatory housing (including public rental housing, shantytowns reconstruction and resettlement housing, indemnificatory rental housing), talent apartments and other residential buildings; 2.
New large-span civil buildings (single span over 30m) and government invested industrial standard plants; 3.
New (expanded) public welfare construction projects such as culture, education, health and sports with a total construction area of more than 10000 square meters invested by state-owned funds or controlled or dominated by state-owned funds, or municipal utility projects suitable for factory prefabrication; 4.
For new commercial residential projects with a total construction area of more than 100000 square meters, 30% of the construction area adopts precast buildings; 5.
New commercial and office projects with a total construction area of more than 30000 square meters or a single construction area of more than 20000 square meters; We will actively guide the use of assembly construction methods in construction projects such as various parks, characteristic towns, beautiful and livable villages, and continuous transformation of rural housing.
4、 Promotion measures (I) strengthen the supervision of precast construction departments.
All administrative departments involved in the approval of engineering construction projects shall incorporate the requirements of precast construction into all links of engineering construction project approval according to law for new projects with the implementation conditions of precast construction, so as to ensure the effective implementation of precast construction indicators.

Project planning generation stage.
Local natural resources departments should give overall consideration to the development requirements of precast buildings and give priority to supporting the precast construction industry and land for demonstration projects; Specify the requirements for assembly proportion and assembly rate in the planning conditions according to law, and incorporate the planning conditions into the land transfer contract or allocation decision.
2.
Land use planning and licensing stage.
For projects where government investment has been included in the use of precast buildings, local development and reform departments shall verify the total investment of construction projects based on the current quota of precast buildings in our province.
For investment projects subject to the examination and approval (or approval) system, the local housing and urban rural development departments shall review the relevant contents of precast buildings in the feasibility study report (or project application report) according to law, and issue the opinion on the identification of Ji’an precast construction project.

Design scheme review stage.
For projects where government investment has been included in the use of precast buildings, local development and reform departments shall clearly require the construction unit to prepare a special section on precast building design in the preliminary design documents organized and prepared by the construction unit, which shall specify the implementation area, structure type, type of precast components, applicable technology, assembly rate, etc.
For projects where social investment has been incorporated into the use of precast buildings, local natural resources departments shall also clearly require the construction unit to prepare a special chapter on precast architectural design in the planning and architectural design scheme.
